Inspirational Blues skipper Terry will lead his troops out in tonight's Champions League semi-final second leg against Spanish league leaders Atletico Madrid a week after being written off by Mourinho.
Terry limped off with an ankle ligament injury that Mourinho said would finish his season unless the Blues reach the final.
But Terry, who missed the crucial penalty in the 2008 final and was then banned from Chelsea's final victory in Munich four years later, has defied the odds to return to fitness.
Mourinho said: "Of course he will start. I think he deserves more than the Champions League has given him up to now.
"He lost a few semi-finals in special circumstances. He lost the final also in special circumstances.
"He won a final in special circumstances because he couldn't play. I think the Champions League owes him something."
Terry's return is not the only fitness boost for the Blues as they bid to finish the job at Stamford Bridge and reach another final after earning a 0-0 draw in Madrid last week.
Star man Eden Hazard is fit again after missing Chelsea's last four games with a calf injury.

Top scorer Samuel Eto'o is also expected to return after shaking off a knee problem that has sidelined him for two matches.
But Mourinho ruled out keeper Petr Cech due to his dislocated shoulder despite his involvement in part of yesterday's training session.

The Blues boss also hit back at his critics after being slammed for parking the bus in Madrid and Sunday's 2-0 win at Liverpool.
Mourinho also revealed Reds boss Brendan Rodgers, who slated the Special One's tactics after the game, told him that he actually got it spot on at Anfield in peace talks between the pair yesterday.
Mourinho said: "I know his words after the match, but I also know his words today, and today he told me congratulations for a great victory and a great performance."
After claiming only someone "stupid" wouldn't use their team's trengths or would play into the hands of their opponents, Mourinho added: "When a team plays strategically and thinks about his team and the qualities of the opponent, 10, 20 or 30 years ago they were good, intelligent teams.
"In this moment, depending on the coach and the club obviously, the critics they speak."
